DIRECT DEMOCRACY NOT PARLIAMENTARY RULE CONSTITUTION

A. AIMS

Direct Democracy Not Parliamentary Rule is a political party that promotes direct democracy as an alternative to parliamentary rule. The
organization aims to stand candidates in Federal elections both in the House of Representatives and in the Senate. We aim to create a
society based on direct democratic principles where the people involved in a decision make that decision and appoint delegates to coordinate
those decisions at local, regional and national levels.

B. PARLIAMENTARY CANDIDATES

(i) Any financial member of Direct Democracy Not Parliamentary Rule is able to nominate to stand for a seat in the House of Representatives
or the Senate. Who stands for particular House of Representative seats will be determined by financial members of the party who
reside in those seats by a voluntary first past the post postal ballot of eligible members.
Senate candidates will be selected by members of the party residing in that State. Who is selected will be decided by a voluntary first past
the post postal ballot of the members of the party residing in that State and the order in why they appear on the Senate paper.

(ii) Any member who decides to stand for a House of Representative seat or the Senate must provide a signed undertaking with their
nomination form that they are responsible for their nomination fees and any electoral expenses they may incur. All funds and assets
raised by the candidate remain the responsibility and assets of the candidate.

(iii) Every successful nominee for a House of Representative or Senate seat will lodge with their nomination form a signed Statutory
Declaration that states:-

“If elected, I will take my instructions about how I will vote for particular parliamentary bills from the majority opinion expressed
in a voluntary plebiscite of all financial members. If my vote does not reflect the majority opinion expressed by the membership I will
resign my parliamentary seat and will give any wages I received while in parliament as a representative of Direct Democracy Not
Parliamentary Rule back to the party.”

(iv) Any member that is selected by the members of the party to stand as a parliamentary candidate must send their nomination fee to the
party’s Registered Officer so that the party can lodge their nomination form to the Electoral Commission. No nomination forms for
candidates will be lodged unless nomination fees and the statutory declaration outlined in Section (iii) has been received by the party’s
Registered Officer with the nominees nomination papers.

C. ANNUAL GENERAL MEETING

An Annual General Meeting will be held every year in the first week of October. Nominations for the position of:

· National Convenor
· Registered Officer
· Treasurer
· Secretary

Must be lodged by the 1st of September. Nominations must be accompanied by the membership details and signature of three party
members, plus the written acceptance of the nominee. If more than one nomination is received for a position a postal ballot of all
financial members will be held to determine who has the greatest degree of support among the members. Postal ballots must be received
by the members at least ten days before the Annual General Meeting. Completed postal ballots must be received at least one business day
before the A.G.M. All official positions are voluntary.

D. ELECTED PARLIAMENTARY REPRESENTATIVES IN
THE SENATE AND THE HOUSE OF REPRESENTATIVES

(i) Votes about parliamentary bills before our elected representatives in Federal parliament, must reflect the majority opinion of those
party members that have expressed an opinion about that particular bill through a voluntary ballot of all financial members of the party.

(ii) Parliamentary members who refuse to follow the members’ direction will be forced if necessary through the courts to honour the
undertaking they signed (B iii). Every successful nominee for a House of Representative or Senate seat will lodge with their nomination
form a signed Statutory Declaration that states:-

“If elected, I will take my instructions about how I will vote for particular parliamentary bills from the majority opinion expressed
in a voluntary plebiscite of all financial members. If my vote does not reflect the majority opinion expressed by the membership I will
resign my parliamentary seat and will give any wages I received while in parliament as a representative of Direct Democracy Not
Parliamentary Rule back to the party.”

E. MEMBERSHIP FEES

Membership fee is two fifty-cent stamps for five years membership. The stamps must be attached to the Membership Form.

F. DECISION MAKING PROCESSES

(i) Decisions regarding the selection of candidates and the election of officials will be determined by a first past the post system. The
candidate or the official who gains the most votes will win the position.

(ii) Constitutional changes to Section A, B, D, F and G of the Constitution will be made by consensus. Consensus must be reached by
all financial members of the organization.

(iii) Constitutional changes to Section C and E of the Constitution will be determined by a majority vote of 75% of all financial members
who take part in a voluntary plebiscite on proposed constitutional alterations.

(iv) Proposed constitutional changes must be received by the Secretary in writing by the 1st of July each year. Proposed constitutional
alterations must be accompanied by the signatures of 5% of all financial members to be placed on the agenda of the Annual General
Meeting that must be held in the 1st week in October.

G. EXPULSION OF MEMBERS

(i) Any member of another registered political party who does not renounce their membership of that party or if while a member of
Direct Democracy Not Parliamentary Rule becomes a member of another registered political party will be automatically expelled from
Direct Democracy Not Parliamentary Rule.

Any member expelled can appeal their expulsion directly to the membership by submitting a written statement about the reasons why
they believe they should not be expelled to the secretary. All appeals will be dealt with at the next Annual General Meeting.
